ET Now: Firstly, a word on how the data from India is looking like. We have seen the IIP figures and yesterday, we saw the inflation numbers as well to be as high as 7.5%.

 

Atsi Sheth: Certainly, like you said, the inflation is still high. It was expected to abate slowly, but that is clearly not happening. At the same time, growth which was expected to pick up seems to be stuck at a fairly low rate. The IIP figures tell you that industrial growth clearly has not been picking up yet and we expect it to persist for the next couple of quarters.

 

ET Now: So it is a tricky time right now for India. We have got the big general elections next year and the macroeconomic situation does not seem to be quite improving. How would you, as a ratings agency, analyse India now and what could trigger a ratings upgrade, according to you?

Atsi Sheth: There are two key constraints that keep India's rating at BAA3. One is the fiscal position of the government. That fiscal deficit in India is really much higher than similarly-rated countries.

So if that fiscal position were to improve -- we do not expect it to -- that would be positive for the credit profile and the rating and the other constraint that we see on India's credit profile is the infrastructure position. India has enjoyed a very high growth rate over the last decade and even now it is growing at 4.5%-odd. India's growth is actually above that of emerging markets.

However, given its infrastructure position, whether it is soft infrastructure like education, skill set and so on, or hard infrastructure like roads, ports and others, India does not compare very well with competing emerging markets and we think that if that were to change, that would be a cause for an upgrade, because that would really free up the potential growth rate for India over the longer term. So those are the two things that we are watching.

 

ET Now: There has been quite a bit of improvement on the CAD and trade deficit fronts, as well as on the outstanding FII position in the debt market. How do you think we will react if indeed tapering is announced tomorrow?
 

Atsi Sheth: If this is a question specific to India, you are absolutely right that the macroeconomic fundamentals in one sense have improved dramatically from May and this is clear in the current account deficit, which is much narrower than it was then.

 

However, there are a couple of uncertainties which you yourself have alluded to. One would be the elections that are coming up and that will affect capital flows into India over the next couple of quarters. So the tapering announcement might have a different impact on India than other emerging markets, depending upon how the political scenario is analysed.

 

The second aspect is inflation. If India's inflation remains high, the market will anticipate growth to probably suffer over the next year as well and that might affect capital flows into and out of India. Hence those are the two things, specific to India, that might affect it in addition to the current account deficit over the next couple of quarters.
 

ET Now: So what happens to the currency? Do we remain stable as is the case right now, or do you think we could again head back to the lows that we have come out from?
 

Atsi Sheth: Our forecast is that it will remain at current levels. There might be some event-driven volatility. That could be a global event like an announcement related to tapering or a domestic event like an announcement related to the elections, but our forecast is that the currency will remain around current levels. We certainly do not expect a dramatic appreciation over the next two quarters, nor do we expect a dramatic depreciation at this point.

Gunit Chadha is a member of the Global Group Executive Committee of Deutsche Bank AG and co-CEO for Asia Pacific. Recently in India, he spoke to TOI about the evolving economic situation. Excerpts:

 

How do you see the global economic situation?

The US will be a key driver as it should grow from 1.8% in 2013 to 3.2% in 2014 on the back of growing retail confidence , uptick in housing and shale gas impact on manufacturing . Europe still has some way to go on its fiscal adjustments . We are constructive about China, projecting 8.6% growth in 2014, around the recently announced marketoriented reforms. Put together , while risks remain, global growth should accelerate to 3.7% in 2014 from 2.7% this year. So, 2014 may be around US growing, Europe stabilizing , China re-balancing and India recovering.

Is uncertainty holding investors back from pumping money into India?

Not really. Last year, FIIs invested $25 billion into equity markets. This year they're on track to do close to that number . Similarly, last year, India attracted $15 billion in net FDI. This year net FDI has already surpassed last year's levels in the first nine months. India can get more FDI. Debt investors put $8 billion into India last year, they pulled it out this year.

But companies such as Walmart and BHP Billiton have recently announced plans to scale down operations in India. Are they over pessimistic?

Entering India has been very challenging for MNCs, but staying invested and growing as a franchise is much more promising and profitable. As the world competes for global capital and jobs, India must attract MNCs with more predictable policies. Some structural challenges need definite policy action by the government, especially in infrastructure and manufacturing. rownfield projects, stuck for approvals , need urgent de-bottlenecking . While there are some MNCs which have been disappointed , there are several Fortune 500 companies which view India as a strategic growth market. Let us also highlight the good, rather than bury all of it under the bad. While portfolio flows may flow West with tapering, the West still looks East when it comes to allocating FDI into strategic strong demographic markets like China, India and Indonesia.

Will India see lower allocations by FIIs in 2014?

It depends on the pace of India's reforms. India must focus on the controllable. In many ways, portfolio investors come in before rather than later into growth. But it's a function of whether India continues its path of restoring the confidence. De-bottlenecking infrastructure and FDI reform in insurance will send a strong signal. If India opens up its debt market to global investors more — whether through joining global bond indices or trading on Euroclear — it can only help, as experience of other markets shows.

In 1985, a youthful Rajiv Gandhi tried to snatch the Congress away from the clutches of what he called "power brokers." He set up a committee, headed by veteran politician Uma Shankar Dikshit, to suggest ways of rebooting India's grand old party. The report was submitted sure enough, but was buried in the chaos that overtook the party after Rajiv's assassination in 1991. The Congress should dust it out now and implement some of its suggestions, which are easily possible to get done. For one, it should begin the process of identifying candidates for the coming Lok Sabha elections immediately and announce these candidates as soon as possible.

Election dates are likely to be announced by March 1, and all candidates should know if they are getting party tickets and where they will be contesting from. The Congress, and many other parties, delay these announcements fearing rebellion from disgruntled ticket seekers. They should remember that giving candidates enough time to build up a campaign is more important than internal dissension.

No political party in India is truly democratic, in the sense that leaders are elected from within. Regional parties operate on the whims of one supreme leader, the high command holds sway in the Congress and the BJP is run by the RSS. This is a shame in a country that fancies itself as the world's largest democracy.

Intra-party polls and primaries should be started by all parties. The Aam Aadmi Party, the big surprise in the Delhi elections, took the first steps towards this when it selected candidates through a system similar to primaries. It could do so because it has no historical baggage. Other parties, which have this baggage and foundational myths, can still settle on a system of primaries. Or risk getting captured by coteries.

Perpetrators of horrific crimes cannot be allowed to take the defence of juvenility. Rape is an act of depraved mind.

The entire rationale of the Juvenile Justice Act, 2000, is to protect innocence. But rapes and murders are not committed by innocent people. More importantly, the state's responsibility towards children does not negate its responsibility towards society at large.

The alarming surge in the incidence of crimes committed by juveniles — National Crime Research Bureau data shows a majority of juveniles involved in crimes are 16 to 18 years of age — calls for urgent and considered action. Studies have shown that children are now attaining maturity earlier. Hence, blanket protection under the Act should not be extended to all juveniles below 18 years of age.

Like many other well-meaning laws, the Act is being misused, sometimes even by using children as agents for execution of crimes. In our country, manipulation of birth records is not difficult. So, criminals are taking the advantage of this legislation to evade punishment. Also, there is no uniformity in our laws on the age of majority. While for a girl, the age of consent under the Penal Code is 16 years, in cases of kidnapping, she is treated as a minor till 18. For boys, the corresponding age is 16 years, and for all children, the newly-enacted Protection of Children from Sexual Offences Act puts majority at 18 years. They are allowed to work at 14 years and vote at 18. For marriage, the age is 18 and 21 years, respectively, for girls and boys.

Juveniles involved in heinous crimes are different from children in need of care and protection. Under the law, the age of innocence is seven years and the age of discretion is 12 years. Beyond 12 years, a person is presumed to know the nature and consequences of his/her actions. The blanket cover of juvenility should not be extended beyond 16 years and punishment should be proportionate to the crime. Finally, laws must evolve to serve the interests of society. In determining punishment, the deciding factor must be the heinousness of the crime and the way in which it has been committed.

India is set to become the world's third largest energy consumer by 2020, after China and the United States. With our burgeoning population and rapid industrialisation, domestic energy production cannot keep pace with growing energy demand. Crude imports have grown annually at close to 10% in the last decade and coal imports have grown at over 20% every year during the same time.

 

India's energy situation requires a three-pronged approach: to improve energy efficiency, accelerate development of domestic resources, and promote the use of cleaner energy sources. As our economy and population grow, the challenge will be to pursue economic imperatives alongside energy security; environmental stewardship and good health for future generations, all at the same time. A major contribution that the government can make is to become an enabler of cleaner, more reliable and affordable energy for the people.

 

The onset of winter smog in Delhi has once again brought the issue of air pollution to the forefront and rightly so. India has some of the most polluted cities in the world, ranking 126 out of 132 countries in a global environmental performance index survey conducted by Yale and Columbia universities.

 

Air pollution has become the fifth major cause of deaths in India. The World Health Organisation estimates an annual mortality number attributed to air pollution at a staggering 500,000. The economic impact of pollution and environmental degradation has cost the country $80 billion, equivalent to 3% of GDP, according to the World Bank.

 

As a country, we may be facing a shortage of domestic gas supply in the interim, but natural gas is an abundant resource. The International Energy Agency calculates that gas will last more than 230 years at current consumption rates. It is the cleanest fossil fuel as it has relatively low carbon dioxide emissions. Other emissions like sulphur oxide, nitrogen oxide, particulates, and heavy metals are also significantly less than other fuels.

 

India needs more exploration and domestic production to keep up with demand, and we welcome the recent initiatives proposed by the ministry of petroleum and natural gas in this regard. But it is important that this longer-term initiative is complemented by natural gas or liquefied natural gas.

 

What is needed to meet India's energy requirements is a balanced energy mix. Globally, it is well established there is no silver bullet to achieve this. But any plan to create a balanced energy mix that addresses environmental concerns for India should put natural gas at its centre. Gas is a clean fuel uniquely positioned to address the country's energy challenges and can play a central role on apathway to allow carbon, low pollution energy system with an increasing share of renewable energy.

 

Further delays in use of natural gas and other cleaner fuels will only increase the use of environmentally inefficient fuels, thereby exacerbating pollution. China and other southeast Asian countries are already dealing with problems associated with extreme levels of air pollution. We can choose to learn from the experiences in these countries by early adoption of the measures to address this problem.

 

India should nothave to make unnecessary trade-offs between growth and competitiveness, health and environmental sustainability and energy security. An energy system with greater efficiency, more natural gas and a growing share of renewable energy makes available a pathway without this trade-off to the benefit of our nation and the good of our people.

Permission will not be granted to set up new liquor factory in MP

Madhya Pradesh Chief Minister Shivraj Singh Chouhan on Monday announced that permission will not be granted to set up new liquor factory in the state henceforth.


"Some days back, we received requests seeking permissions to set up two distilleries. However, we threw away the applications as we has decided not to allow any new distillery in the state," Chouhan said on the sidelines of a programme in Indore.


He said that no new liquor shop will also be allowed in the state.

"The number of liquor shops will also be reduced gradually by conducting de-addiction programmes for the people," he said.

Chouhan further said that the government is also taking efforts to reduce the child mortality rate.

Chouhan expressed confidence that the ambitious Narmada-Kshipra Simhasth link project would be dedicated to the people by February 2014.

Exports of India in November 2013 grew by 5.86 percent and reached 24.6 billion dollars against 23.25 billion dollars in November 2012. Apart from exports, the imports fell by 16.37 percent to 33.83 billion dollars. This dip in imports is the lowest level in since March 2011. This helps in narrowing the trade deficit.

The trade deficit in November 2013 under the review stood at 9.22 billion dollars as against 17.2 billion dollars in November 2012. Even the gold and silver imports dipped to 1.05 billion dollars in November 2013 as compared to 5.4 billion dollars in November 2012. During April-November period this fiscal, the imports aggregated at 25.5 billion dollars.

ARUNACHAL PRADESH: President Pranab Mukherjee Saturday said there was an
urgent need to "salvage the declining standards of the country's higher education" if
India wanted to become a world power.


"If India is to become a world power, we must prove ourselves worthy of it by
creating a world class education system," Mukherjee said while speaking at the 12th
convocation of Rajiv Gandhi University here.


Pointing out that research plays a crucial role in extending the knowledge frontiers of
society, he said "new thinking and better coordination in the field of higher education"
was needed to solve society's problems.


"Research facilities must be upgraded to international standards to attract the brightest
minds. The research temper of the students must be developed and the spirit of
innovation ignited in the young minds," said Mukherjee while calling upon
universities to become "important platforms for curiosity and creativity."


Indian civilization had a long standing knowledge tradition and the country's ancient
universities -Takshashila, Nalanda, Vikramashila, Valabhi, Somapura and Odantapuri
-were renowned seats of learning that attracted scholars from outside, he said.
"Today, our universities lag behind the best universities in the world. According to an
international survey, an Indian university or an institution is missing from the top two
hundred ranks," he said.


"We cannot afford to continue with an education system which is below global
standards. Our leadership in fields such as science and technology is incumbent on the
level of competence of our scientists, academics, engineers and doctors," he added.
The president further asked the Rajiv Gandhi University to conduct research on
challenges to hill economy, conflict between traditional and modern institutions,
border trade opportunities and integration of the north-east economy with the national
and global economies.

20 FDI Proposals Worth Rs.916 Crore Cleared

The government Tuesday said it has cleared 20 proposals of foreign direct investment (FDI) worth Rs.916 crore, including Singapore Airlines plan to start a full service airline in partnership with Tata Sons.

Singapore Airlines has formed a joint venture with Tata Sons to run full service airline. In the joint venture, Singapore Airlines will control 49 percent while Tata Sons will have the majority stake of 51 percent.

This will result in FDI inflow of Rs.303.18 crore ($49 million), the finance ministry said in a statement.

Other major FDI inflow of Rs.225 crore is related to Intas Pharmaceuticals Ltd. The company will issue fresh equity shares to eligible non-resident investors and by an offer for sale by an existing foreign investor Mozart Limited.

India on 12 November 2013 declared itself free from Notifiable Avian Influenza (H5N1),

commonly called bird flu and notified the same to World Organisation for Animal Health (OIE).

India notified the outbreak of the Avian Influenza (H5N1) at poultry production unit, College of Veterinary Sciences and Animal Husbandry,

Anjora, Durg and Government Poultry Farm, Jagdalpur, Chhattisgarh on 05th August, 2013.

The control measures adopted in the outbreak was taken in form of stamping of the entire poultry population and it included the destruction of eggs,

litters, feed and other infected materials within the radius of one kilometer around the location of the outbreak, restriction of the poultry movement,

disinfection and cleaning up of the infected premises and subsequently issuing of the Post Operation Surveillance Plan (POSP).

On 12 August 2013 the POSP was issued.

Although India is free from the bird flu, but regular surveillance will be continued across the country especially in the vulnerable areas that

is bordered by the infected countries and in areas which are visited by migratory birds.

The Government is moving towards setting up a framework of community colleges based on the North American model, Minister of State, HRD, Shashi Tharoor, said on Wednesday.

He was speaking at the FICCI Higher Education Summit 2013 in New Delhi.“We are rolling out 200 community colleges, out of which 120 would be by this year. There would be some academic courses, but bulk of the courses would be vocational training. After two years, a student can leave with a diploma as a certified skill of a particular profession,” Tharoor said.

A community college is like a halfway house between a pure vocational training institute and a university. More research in universities The Minister also stressed on the need to focus on research at universities.

“We have heard far too many laments that no Indian university is in the world rankings of top 200 universities in the world. It is because of the nature of our education system. We called in the Times Higher Education to brief us on what goes into the ranking. It turns out that 30 per cent of weightage is given to research and another 30 per cent on citations of published research. In India, traditionally, we have teaching universities doing very little research, and research is being done at small and specialised institutions which do very little teaching. So, the result is we haven’t had contenders in these rankings,” he said.

He also called upon private Indian companies to fund more research at universities.

“Our Prime Minister has said he wants to double the percentage of GDP spent on research from 1 per cent to 2 per cent. We have not been able to move towards fulfilling this vision. In our country, about 80 per cent of the total spendingon research is being done by the Government, whereas in the OECD countries or Western countries,75 per cent of R&D spending comes from the private sector.”

The Railway Board Chairman Arunendra Kumar on 23 October 2013 announced that the Indian Railways decided to increase the speed of the superfast trains to 160-200 kmph.
 
The existing superfast trains of India- Rajdhanis, Shatabdis and Durontos will get an increase in the speed. These trains will undergo a minor push in the speed in next few years. Apart from this, the Indian Railways planned to increase the technical capability of the present infrastructure.
 
An increase in the speed of the train will lead to less travel time. As a beginning, the Shatabdi routes from Delhi to Bhopal and Lucknow will be tried. Thereafter, this will be forwarded to Duronto and Rajdhani.
 
After implementation of this, the superfast trains of India will run at the semi high speeds before the year 2017.
 
It is important to note that India, at present, has one of the largest rail networks in the world. However, there are not many high-speed rail lines which can support the speed of 200 kmph or more. Various high speed corridors were proposed, but they have not been implemented.
 
At present, the fastest train of India is the Bhopal Shatabdi with the top speed of 150 kmph.

he Ministry of Power of the Government of India and the National Energy Administration of the Government of China on 23 October 2013 signed the deal to further strengthen and deepen cooperation in the energy sector under the India-China Strategic Economic Dialogue.
 
The energy cooperation and the proposal for setting up Chinese Power Equipment Service Centres (PESCs) in India was discussed at the SED Working Group Meeting on Energy that took place in Beijing on 26 September 2013.
 
India has become a strategic market for Chinese power equipment manufacturers and that 18 GW of thermal power projects were commissioned under India’s 11th Five Year plan using Chinese-manufactured equipment and about 40GW of power projects are currently under construction using Chinese-made equipment.
 
Important Provisions of Cooperation Programme
 
1. The service centres would be adequately provided with equipment, personnel, spares and other facilities so as to enable them to provide all requisite spars and services support within India.
 
2. The PESCs will be set up in India on market principles. The costs and terms of servicing power equipment will be decided between the PESCs and the end user.
 
3. The companies will make themselves fully conversant with the relevant rules/regulations/statutes/approvals and processes being applicable for setting up of such PESCs in India.
 
4. The PESCs would be directly responsible for provision of requisite services to the Indian power generating companies on mutually acceptable terms and conditions (between the PESCs and the Indian power generating companies) and in accordance with applicable Indian laws/rules/statutes and this MoU shall not in any-way confer any special or preferential status/treatment to the PESCs.

Over 2,100 dengue cases, overtake last year's figure 

400 new dengue cases have been reported in the last four days in Delhi taking the total to over 2100 so far, surpassing last year's figure.
 
2,124 cases have been reported till Monday overtaking last year's figure of 2093, with north Delhi alone registering over 1,000 cases, a report released by the MCD said on Monday.
 
While the official death toll now stands at three, six people have been put under the suspected category by the municipal bodies.
 
The latest victim has been identified as six-year-old Priya from Okhla in south Delhi who succumbed to dengue on September 23.
 
The capital had witnessed large number of dengue cases in the 2010 with over 6000 cases being reported.
 
In 2008, over 1,300 cases were registered, 1,153 in 2009, 1,131 in 2011.
 
While figures for various corporations are North (1026), South (540) and East (435), 61 cases were reported from regions in Delhi outside the jurisdiction of MCD and 30 cases in other category.
 
While cases in Rohini Zone mounted to over 500, still the highest, Shah (North) and Shah (South) Zones saw 244 and 199 cases respectively.
 
Narela (164), Najafgarh (185), Karol Bagh (148) and Civil Lines (178) too posted over 100 figures, among other places.
 
All corporation have intensified efforts to check the disease, but officials said they were facing lack of cooperation from households.
 
"Some people do not let Domestic Breeder Checkers (DBCs) to enter their households. Some even quarrel with them, hence, it makes our job difficult," South Delhi Municipal Corporation Commissioner Manish Gupta said.
 
"We also have been doing 'dengue homework programme' in our schools where kids are asked to collect information about the disease, and in the process they sensitise not just themselves but also their parents," Gupta said.
 
"Fumigation and anti-larval routines are being carried out and regular checking are being carried out," he said.
 
Mosquito breeding has been found in 1,34,283 households against 79,501 last year for the same period.
 
Number of prosecution launched so far is 14,302 compared to 4,277 last year for the same period.

The report released by the United Nation’s intergovernmental panel on climate change (IPCC) on 27 September 2013 highlighted that human beings are the main reason for climate change.
It also reported that the carbon accumulation in the atmosphere and resulting global warming have blown away the 2 degree Celsius tipping point that was earlier reported.
 
To limit warming to a rise of 2 degrees Celsius 1000 gigatons (trillion metric tons) is the outer limit of carbon dioxide that can be emitted. But in 2011 human beings already emitted 531 gigatons. According to climate change experts 1000-gigaton limit may well be crossed in the next 25 years.
 
According to the report the world has a total of 2795 gigatons worth of carbon in the form of fossil fuels and reserves. Burning just percent of these would take the earth over the tipping point.
The report also presented regarding sea level rise. It highlighted that sea levels are projected to rise by 28-97 centimeters by 2100.This is more than 50 percent of previous projection of 18 to 59 percent over the same period. This increase is mainly because of better estimation methods and more observations. It is projected that seas will be higher by up to a cataclysmic 3 meters by 2300.

Union Cabinet Approved the Creation of a New State of Telangana

The Union Cabinet on 3 October 2013 approved the creation of a new State of Telangana by bifurcating the existing State of Andhra Pradesh.

1.The city of Hyderabad will function as the common capital for both the States (Telangana and Seemandhra) for a period of ten years.
 
2.The Union Cabinet has also approved the setting up of a Group of Ministers (GoM) to work out the various legal and administrative measures to ensure the safety and security of the residents of all the regions of the State including the guarantee of the Fundamental Rights.
 
3.The Union Cabinet further approved that the Group of Ministers will go into the various issues which concern both the States and suggest appropriate measures to address them.
 
4.The Group of Ministers will also work out the modalities for the provision of special financial disbursements required for the setting up of a new capital for the residuary State of Andhra Pradesh and to meet the special needs of the backward regions and districts of the two States
 
The new state will have a geographical area of 10 of the 23 districts of undivided Andhra Pradesh.
 
The districts that will be a part of the new State are Hyderabad, Adilabad, Karimnagar, Khammam, Mahaboobnagar, Medak, Nalgonda, Nizamabad, Rangareddy and Warangal.

India's foreign exchange (forex) reserves gained 1.51 billion US dollars to touch 279.24 billion US dollars for the week ended 11 October 2013.As per the Reserve Bank of India (RBI) Weekly Statistical Supplement, India's Foreign Currency Assets (FCA), the biggest component of the forex reserves, increased by 1.52 billion US dollars to 250.85 billion US dollars for the week under review.
 
RBI said the FCA expressed in US dollar terms included the effect of appreciation or depreciation of non-US currencies held in reserve, such as the pound sterling, euro and yen. The value of India's gold reserves remained the same.
 
However, India's reserve position with the International Monetary Fund (IMF) declined by 4.7 million US dollars to 2.19 billion US dollars and the value of the Special Drawing Rights (SDRs) fell by 9.6 million US dollars to 4.43 billion US dollars.
 
For the week ended 4 October 2013, the country's reserve with IMF had risen by 7.2 million US dollars to 2.19 billion US dollars and the value of the SDRs increased by 14.7 million US dollars to 4.43 billion US dollars.

As per the latest telecom subscription data released by the Telecom Regulatory Authority of India on 31 July 2013, total Broadband subscriber base in India increased from 15.19 million at the end of June 2013 to 15.24 million at the end of July 2013. This is a monthly growth of 0.33 percent. Yearly growth in broadband subscribers is 3.79 percent during the last one year (July 2012 to July 2013).
 
At present, there are 161 Internet Service Providers (ISPs) which are providing broadband services in the country. Out of these, 121 ISPs (having 98.48 percent market share) have provided broadband subscription data for the month of July 2013, for the rest of the ISPs data from previous month has been retained. Top five ISPs in terms of market share (based on subscriber base) are: BSNL (9.97 million), Bharti Airtel (1.43 million), MTNL (1.10 million), Hathway (0.37 million) and You Broadband (0.32 million).

Telecom Regulatory Authority of India released the latest telecom subscription data on 31 July 2013. As per this data, the total number of subscribers has increased to 904.46 million with a net addition of 1.37 million subscribers during the month – showing a monthly growth of 0.15 percent.
 
Out of the total subscriber base, 548.85 million are from the urban areas and the remaining 355.60 million are the rural subscribers. The total Teledensity at the end of July 2013 was 73.54 out of which the share of urban subscribers was 60.68 percent and that of rural subscribers was 39.32 percent.
 
Mobile Number Portability (MNP) requests increased from 95.59 million subscribers at the end of June 2013 to 97.82 million at the end of July 2013. In the month of July 2013 alone, 2.23 million requests have been made for MNP.

Deputy Director General of UIDAI, Ashok Pal Singh, in context with the legality of AADHAR card explained that AADHAAR card can be used as an identity as well as a residential proof for opening bank accounts of any individual.

The Election Commission of India ordered on 13 October 2013 the Chief Electoral Officers of all States and Union territories to provide for None of the Above (NOTA) option in electronic voting machines (EVMs) and ballot papers.
 
The None of the Above option will be provided at the bottom of the panel on the EVMs or as the last row in the ballot paper after all the candidates have been listed with their respective symbols in the same language used to list the candidates. Likewise, the contours of the NOTA panel will be identical to that given to each candidate.
 
In constituencies contesting more than 16 candidates in the fray, an extra EVM will be attached to the first balloting unit for the NOTA option as the EVMs currently in use can accommodate only 16 rows.
The NOTA votes will be counted and indicated in the final result chart.
 
The Election Commission of India clarified that in the extreme case of the NOTA option polling more votes than any of the candidates in the fray, the candidate who gets the maximum number of votes will be declared the winner.
 
The NOTA option was made mandatory by the Supreme Court of India on 27 September 2013 and gave the direction to the Election Commission of India to provide none of the above options at the end of the list of candidates contesting an election in a constituency.

Industrial Output Growth Slumps To 0.6 Percent India’s industrial output growth slumped to 0.6 percent in August from 2.75 percent recorded in the previous month, due to contraction in manufacturing and mining sectors, government data showed Friday.
 
According to data released by the Central Statistics Office (CSO), manufacturing output, that constitutes nearly 76 percent of the industrial production, contracted by 0.1 percent in August year-on-year and mining production declined by 0.2 percent.
 
However, electricity output jumped by 7.2 percent.
 
The cumulative growth of the factory output, measured in terms of Index of Industrial Production (IIP) for the period April-August stood at 0.1 percent.
 
For the first five months of the current financial year, manufacturing output dropped by 0.1 percent, while mining production slumped by 3.4 percent.
 
Electricity sector has posted 4.5 percent growth in April-August period.
 
As per use-based classification, basic goods sector recorded 1.5 percent growth in August year-on-year and intermediate goods output increased by 3.6 percent. However, capital goods production dropped by 2 percent.
 
Consumer goods output dropped by 0.8 percent.
 
Output of consumer durables products slumped by 7.6 percent, while consumer non-durables recorded growth of 5 percent. The overall consumer goods sector posted a decline of 0.8 in output.
 
Economist at Angel Broking Bhupali Gursale said the industrial output data was a “huge disappointment” since markets were largely factoring in better numbers owing to the core output data and export growth.
 
“Healthy electricity production has supported the index excluding which the performance on a year-on-year basis would be flat,” Gursale said.
 
D.S. Rawat, secretary general of Assocham, said: “The negative growth in critical industrial segments, especially in the festive season calls for a serious thinking by policy makers.”
 
“The cheaper loans being announced for financing consumer goods may help revive consumer durables demand in the festive season to some extent. However, other sectors too need such boosts,” Rawat said.

India's Mars Mission To Blast Off On November 5India’s ambitious Rs.450 crore space mission to Mars has now been fixed for blast-off Nov 5, said a top Indian space agency official Tuesday.
 
“The Mars mission has been fixed for Nov 5. The heat shield of the rocket (Polar Satellite Launch Vehicle-PSLV) has been closed and the final electrical checks will be carried out Wednesday,” K.Radhakrishnan, chairman, Indian Space Research Organisation (ISRO), told IANS.
 
The ISRO will be firing its landmark rocket soon after Diwali from its spaceport in Sriharikota in Andhra Pradesh, around 80 km from here.
 
The rocket will blast off in the afternoon of Nov 5, a Tuesday. In Tamil, Mars planet is called Sevvai Graham and Tuesday is also called Sevvai. In Hindi, Mars is called Mangal and Tuesday is Mangalwar.
 
On Oct 19, ISRO chairman K.Radhakrishnan told IANS that the Mars Orbiter Mission (MOM) will be delayed by a week as of the two ships – Nalanda and Yamuna – carrying rocket tracking systems, only one has reached Fiji.
 
From Fiji, both the ships have to travel to their respective locations to track the rocket.
 
The ships have terminals to track the rocket, which has a coasting period of around 20 minutes beyond the visibility of existing ground stations.
 
The Mangalayaan mission was originally slated for Oct 28.
 
According to ISRO officials, there is no problem as far as the mission is concerned.

Sania Mirza had won back-to-back titles as she lifted the China Open trophy, followed by another triumph in Pan Pacific Open in Tokyo in the month of October 2013. Her partner Cara Black of Zimbabwe too gained a position to be at number 13.
 
Italians Sara Errani and Roberta Vinci hold on to the joint number one ranking, while Su-Wei Hseih climbed two spots to number four and Katrina Srebotnik moved one spot higher to number three.

Nearly 82% of kids aged 5 to 12 have some kind of electronic device, especially in metropolitan cities which can lead to negative outcomes such as social isolation, insomnia, depression, anxiety, obesity and mental health impact, reveals the ASSOCHAM survey.

 
In a countrywide survey conducted by the ASSOCHAM Social Development Foundation under the aegis of its Social Development Foundation on “Who’s kidding? : A Rising Trend In Metros” has revealed 82% of kids aged 5 to 14 have their own mobile phone, tablet, iPad etc.

Over 63% have access to a computer in their homes, there’s a tremendous growth in kids’ access to technology that is set to continue. These kids go online at least once weekly and over a third or 27% use the Internet daily, adds the ASSOCHAM Survey.

Mr. D S Rawat, Secretary General ASSOCHAM while releasing the hilights of the survey said, “easy availability of technology with lack of parental supervision is a significant reason for this ever-increasing menace of technology addiction.”
 
One in ten kids have their own mobile phones. Over 60% kids are online every other day. The percentage of kids online and preferring to visit social media sites has nearly doubled from 25% to 65% in the last three years.

An aspect which emerged out of this survey is that children of working parents are found to be more technology addictive in the absence of parental supervision, as compared to those whose single parent is engaged in employment. This trend is abundant in metros where normally both the parents are employed, reveals the survey.
 
The survey was conducted in ten major cities of Delhi, Kolkata, Chennai, Bangalore, Mumbai, Hyderabad, Pune, Ahemdabad, Lucknow, Jaipur and 2500 tech savvy kids (an equal number of both male and female) are randomly interviewed by an ASSOCHAM team.
 
Around 86% of surveyed said they have a phone, music system, computer or television in their bedroom and two-thirds have all three. And one-fourth of teenage admitted that their quality of sleep is affected by leaving on the TV, video games, or computer, highlights the survey.
“Excessive use of mobile phones makes teenagers more restless and can exacerbate sleep problems and stress”, said Dr. B K Rao, Chairman ASSOCHAM Health Committee here today.
 
He further said that youngsters need to be informed of the negative effects of excessive technology use on their sleep-wake patterns, attention and cognitive problems and the associated serious health risks. It buildup of tension from being constantly connected which creates the stress and disturbed their sleep.
